General Contractor & Custom Home Builder in Malibu

SAS Builds is a licensed general contractor (California License #1073990) taking on custom homes, rebuilds, and remodels in Malibu. Malibu is its own city with coastal permitting, septic systems, geology review, and fire-zone rules, so the planning phase matters as much as the build.

What we take on in Malibu

Malibu projects usually fall into a few groups.

  • Rebuilds of homes lost in recent wildfires
  • New custom homes on hillside and coastal lots
  • Remodels and additions to existing homes
  • Outdoor living built to fire-resistant standards

What makes Malibu different

Four things shape almost every Malibu project: coastal permitting, wastewater, geology, and fire.

Malibu has its own Local Coastal Program, and much new construction needs a Coastal Development Permit from the City of Malibu. Many homes rely on onsite wastewater treatment (septic) systems, which have their own review. Hillside and bluff lots often need geotechnical reports. And much of Malibu is a Very High Fire Hazard Severity Zone.

Rebuilding after a fire

Malibu has been hit by several major fires, including Woolsey in 2018, Franklin in late 2024, and the January 2025 Palisades Fire along its eastern edge. The City of Malibu has offered streamlined paths for rebuilding homes close to their original size and footprint. Those rules have changed over time, so confirm current requirements with the City before design is final.

Whatever the path, we build fire resistance in from the start: Class A roofing, ember-resistant vents, ignition-resistant exterior materials, tempered multi-pane windows, and defensible space.

Planning time into the schedule

Coastal, wastewater, and geology review take time, and they happen before construction can start. Building that time into the schedule up front keeps expectations realistic. Construction on a ground-up home typically takes 12 to 18 months once permits are issued.

How we work

We walk the site, write down what is in the job, and give you drawings, a schedule, and a clear price before anyone starts. During construction you get one crew, weekly updates and photos, and a written yes before any change. At the end there is a walkthrough and a punch list, and we stand behind the work.

Frequently asked questions

Do you build in Malibu?

Yes. SAS Builds takes on custom homes, rebuilds, remodels, and additions in Malibu. We are a licensed California general contractor (License #1073990) and have built in Greater Los Angeles since 2004.

Who issues building permits in Malibu?

Malibu is its own city, so permits come from the City of Malibu rather than Los Angeles or LA County. Many projects also need a Coastal Development Permit under Malibu’s Local Coastal Program, plus review of septic systems and geology where they apply.

Do I need a Coastal Development Permit in Malibu?

Many new homes, rebuilds, and major remodels in Malibu need one, issued by the City under its Local Coastal Program. Some small projects and certain fire rebuilds may qualify for exemptions or a simpler process. The City of Malibu Planning Department can confirm what applies to your property.

What fire-resistant features are required in Malibu?

Homes in Very High Fire Hazard Severity Zones must meet Chapter 7A of the California building code, including Class A roofing, ember-resistant vents, ignition-resistant exterior materials, and tempered multi-pane windows, plus defensible space around the house.
